quick Torque Vlaue Please

My handle bars keep coming loose. I have 30mm bar backs. What is the torque value for the handlebars supposed to be?

20 Nm, or just under 15 ft lbs. I set my wrench to 15 and call it good.

I've read a couple of posts where they worked loose on long trips. I frequently check the torques on mine and now carry a hex key in the tool kit, just in case.
