Voltage at High Beam connector?

I am adding LED driving lights (model 44 from advmonster.com) and I want to use the IQ-170 switch from http://www.lights.skenedesign.com/ which is designed to need 10v as a trigger. The problem I'm having is when l measure the voltage at the white wire in the lighting harness where it connects to the lighting housing it reads 8 volts with the engine off and 9 with it on. Shouldn't the high beam voltage source be 12 volts or better?

The Clearwater lights uses the same type of electrical modification for their lights. Anybody using their system that could check the voltage at the positap on the white wire?

The service manager at the dealer doesn't really want to deal with it, and says the factory doesn't recommend any taps into the system.

If you have a DVM, can you rig it to measure the voltage while you're moving, say, 35 MPH?

The high beam voltage drops to 9v when the bike isn't moving. Once the wheels are turning, the voltage goes up to 12v+. Perfectly normal for this CANbus bike.
