I faced a similar problem - I went to the local hardware store and bought a simple aluminum bar - 3/4 x 1/4 - stock length.
I cut it to length, took an orbital sander to it to create a surface texture and bought two longer metric bolts, mounted the lights, and mounted through existing holes under the headlamp
