You don't mention what bike you have but it is usually one of two things. 1) The bars are bent 2) The steering stops have been damaged. On a typical front end with forks there are tabs on the frame and lower triple clamp that stop the bars from rotating into the tank. Take a look around the steering head and look at what stops the handlebars from turning all the way on the good side. If the bars are straight, you most likely damaged the stop.
