What's a Blind Plug

My K75's oil pan has a few plastic screw-on plugs that the fiche calls "blind plugs".

What are these for?

I'm hoping they can be used to help remove my stuck oil pan

Two on each side?

The blindplugs is closing the threaded holes, which being used for mounting crashbars and bellypan (K100).
To keep the dirt out, when not in use.
