It it was my bike I first would remove the valve covers then take an orbital sander and sand out the scratches with 220 grit then 320. ( They look from the pics to not be too bad) Then take it to my bead blaster and blast all the paint off the outside. Then off to the powder coaters to get done up in a flat black. You could mask off the bare aluminum edges/lettering before powder coating but this leaves a nasty edge most times since the powder coating is so thick. Instead I would take the orbital sander to the edges and lettering to make the aluminum show again. If you use fine enough paper to finish it would be possible to polish out the remaining scratches and have the aluminum be shiny.
